Jeff Spec is an established native of the Victoria/Vancouver area who has been releasing self duplicated, limited edition independent albums since 1997,recording since 1995, and performing since 1991/1992.

At 21 years old, he is easily the youngest City Planner, but makes up for in prolificity what he lacks in age; although his main trade is MCing, he is generally involved in his production, either collaborating on the construction of a beat or occasionally contributing his own tracks.

His tapes have reached most imaginable locations around the North American continent, and he has performed with artists ranging from the Pharcyde, the A Team, Frek Sho, and Mixmaster Mike to Ice T, Kardinal Offishall, Kool Keith, and Swollen Members.

Residents of his hometown Longmile known as Victoria to most) and Plancouver know him from once frequent appearances on local radio programs "In The Shadows", "Sub Zero", "Insomnitrax",and others... Like most other City Planners, Spec also still belongs to the wider reaching collective of Conscious Pilots, along with Isosceles (Saskatoon) and Endangered Species (Calgary), and has been through other groups, too tedious to name....

Expect to see a 12'' vinyl maxi single release before the end of 2000, as well as something along the lines of a beats and breaks tape from this record enthusiast...Jeff Spec's a monster.
